
Note regarding changes to planning controls: As most Victorian practitioners will be aware, traditional ResCode has been heavily reworked. Most of the original clauses are now fully deemed-to-comply, with further changes for mid-rise development still to come. We are well placed to help your staff with this adjustment, with Stephen having been on the Technical Reference Group for the new version of clause 55. We are eager to explore with local government leaders what their key training needs are going to be as the new code rolls out, so don’t hesitate to get in touch.
This course is designed for council statutory planning teams with a breadth of experience, ranging from those new to assessing residential development to experienced officers. It looks at the design of the residential development provisions and explores how to use them well. It is intended to lift assessment of these provisions beyond the basics and explore how to use the provisions to get better outcomes. This incudes working through the complexities of the ongoing changes to the provisions.
This includes discussion of:
- how to weave other considerations (such as zone provisions and local policy) into assessments.
- exploring the shift to “deemed-to-comply” and how it affects decision-making.
- approaching decision-making when standards are varied and discretion is able to be exercised – what are the expectations?
- key standards and oddities in the provisions.
- notable VCAT decisions to be aware of.
The course can also include discussion of the apartment controls at clause 58, depending on the needs of individual teams.
Stephen was probably one of the few presenters that I have liked, very friendly and clear with his presentation. And funny!
