
Update: As most Victorian practitioners will be aware, traditional ResCode has been heavily reworked and the old cl 55 turned into a heavily deemed-to-comply “townhouse and low-rise code.” Our ResCode course described below will obviously be reworked in coming weeks to reflect these changes. We are well placed to help your staff with this adjustment, with Stephen having been on the Technical Reference Group for the new code. We are eager to explore with local government leaders what their key training needs are going to be as the new code rolls out, so don’t hesitate to get in touch.
This course is designed for council statutory planning teams with a breadth of experience, ranging from those new to ResCode assessment to experienced officers. It looks at the design of ResCode and explores how to use it well. It is intended to lift the approach to ResCode beyond the basics and explore how to use the provisions to get better outcomes. This incudes working through the complexities of how ResCode is used following the partial shift to deemed-to-comply in 2023.
This includes discussion of:
- how to weave other considerations (such as zone provisions and local policy) into ResCode assessments.
- exploring the shift to “deemed-to-comply” and how it affects decision-making – particularly with regard to neighbourgood character.
- the operation of ResCode in areas designated for, or experiencing, significant change.
- key standards and oddities in the provisions.
- notable VCAT decisions to be aware of.
The course can also include discussion of the apartment controls at clause 58, depending on the needs of individual teams.
Stephen was probably one of the few presenters that I have liked, very friendly and clear with his presentation. And funny!
